The Climate Crisis is Increasingly Real

GREEN-FORUM Taruna Hita Global Foundation held the Buleleng Regency Environmental Community Communication Forum in Singaraja on March 22-23 2026 with the theme: 

"THE LOGIC CRISIS GIVES BIRTH TO THE CLIMATE CRISIS THAT IMPACT THE HUMANITARIAN CRISIS"

This activity was attended by various groups, from students, college students, to the general public. The event aims to increase public awareness regarding the importance of a logical and responsible mindset in responding to environmental issues, especially the climate crisis whose impacts are increasingly evident. 

In an interactive discussion, participants were invited to understand the relationship between human thinking and various environmental damage that occurs. Emphasis is placed on the importance of changing daily behavior as a concrete step to preserve nature.

Forum Keynote Speaker Mr. Ida Bagus Arya Yoga Bharata and the participants provided input and suggestions in the discussion forum for Controlling the Climate Crisis in Singaraja City, conveying a number of input points and strategic suggestions for stakeholders in Singaraja City and Buleleng Regency. Based on spatial data, scientific analysis, and exposed field conditions, several critical facts were discovered: The threat of high flooding reaches 8.73% of the total area of the Singaraja City, and almost 50% of the area is in the moderate threat zone which needs to be watched out for. Green Open Space (RTH) in the form of Forest Formations remains only 2.69% of the area of the Singaraja City, far below ideal needs. Unmanaged organic waste reaches almost 80% in the Bengkala landfill, becoming a source of greenhouse gas emissions as well as an environmental time bomb. Coastal areas and coastal areas have high levels of population density and activity, but are vulnerable to rising sea levels and tidal floods. Therefore, we submit input and suggestions as follows:

  1. For Regional Government (Buleleng Regency and Singaraja City) Revision and Enforcement of Spatial Zoning Immediately evaluate and re-enforce coastal boundaries (at least 100 meters from the highest tide line) as mandated by Presidential Decree No. 51 of 2016, especially in dense coastal areas such as Kampung Bugis, Kampung Anyar, Kampung Baru and Kaliuntu. Limiting development permits in high and moderate flood threat zones, and requiring environmentally sound drainage systems to be technically feasible and functional in every area development. Source-Based Waste Management Reform Accelerate the implementation of Sustainable Development by focusing on processing organic waste at the source (households, traditional villages and markets) using composting methods, biosaver46, considering that almost 80% of waste in landfills is organic. Emphasize that area managers (hotels, schools, offices) implement waste sorting according to the Bali DKLH Guidelines (2020). Conduct audits both in terms of finances and management capacity of TPA, TPS, TPST, TPS3R which have been established so far. Population Density Based Priority Interventions Prioritize technical and budgetary interventions in areas with very high population density (as mapped in the presentation) which have a high level of flood vulnerability and potential for waste generation. Building a regular monitoring system based on GIS spatial data to map progress in reducing disaster risk and increasing green land cover. . 
  2. For Traditional Villages and Service Villages Empowering the Role of Traditional Villages in Environmental Management Encourage every Traditional Village to make awig-awig (customary village regulations) regarding waste management and protection of forest/tukad (river) areas, especially in managing their upakara/yad waste which is currently still mixed and becoming a burden on the environment.  
  3. Forming Subak or environmental groups that collectively manage green open spaces and traditional drainage systems in their areas. Activation of Waste Banks and Regional Scale Integrated Waste Processing Sites (TPST). Optimizing the function of waste banks and TPSTs at the village/sub-district level as centers for sorting and processing samples, thereby reducing the burden on the Bengkala landfill. Integrating waste management with river conservation efforts that cross urban areas.
  4. For the General Public Behavior Change from Upstream Start the habit of sorting waste from home, at least separating organic waste (food scraps, leaves) and inorganic waste (plastic, glass). Reduce the use of single-use plastic and manage organic waste independently through household composters or using yard space for biopore absorption holes. Active Participation in Collective Action Be actively involved in mutual cooperation activities to clean rivers, beaches and drainage channels in their respective environments, especially ahead of the rainy season. Become an agent of change by reporting in a participatory manner if you find indications of pollution, illegal waste disposal or spatial planning violations in your area. Closing The climate crisis is no longer a distant threat, but has become a reality felt directly by Singaraja residents, as reflected in repeated flash floods and waste emergencies at the Bengkala landfill. Significant change can only be realized if there is strong synergy between the government, traditional institutions and all levels of society. We hope that the points above can be taken into consideration by policy makers and become a trigger for a joint movement to create a Singaraja that is more climate resilient, sustainable and comfortable to live in.
